Reintegration and Aftercare Programmes

The reintegration and aftercare programme supports the reintegration of affected populations such as, substance users, mental health patients, and vulnerable groups like individuals in difficult circumstances and incarcerated individuals. It focuses on building resilience and economic empowerment by promoting recovery, stability, and well-being through skill development, economic opportunities, and employment pathways. A key initiative is the establishment of the Reintegration and Aftercare Centre in Yarjugang in collaboration with Royal Bhutan Police and other key partners, which will provide vocational training, enterprise development, and post-incarceration support. Furthermore, the program includes sober recreational facilities and outreach services to sustain long-term recovery and reintegration into society.

Reintegration and Aftercare Centre

We will be establishing a Reintegration and Aftercare Centre on a 432-acre plot in Yarjugang, Wangduephodrang, as part of the 13th Five Year Plan, in collaboration with the Royal Bhutan Police and the Ministry of Agriculture and Livestock.

The centre will focus on manufacturing high-value niche products. Additionally, opportunities to provide essential skills, including National Certificate level courses, will be explored. Avenues for enterprise development will also be offered to inmates to empower them with the means for a productive and dignified life post-incarceration, thereby reducing recidivism.

Skilling and Livelihood

Skilling and livelihood opportunities will be provided to individuals in difficult circumstances, including incarcerated individuals, substance users, and mental health patients from The PEMA Secretariat’s establishments and civil society organizations.

The PEMA Secretariat will collaborate with the Department of Workforce Planning and Skills Development, the Ministry of Education and Skills Development, the Department of Entrepreneurship and Employment, and De-Suung to maximize existing programs.

Transition Home

Transition Homes will be established in Gelephu and Phuentsholing. These homes will provide stable, supportive housing in a safe, substance-free environment, crucial for recovery as individuals work toward independence. They will serve as a bridge between rehabilitation and independent living, helping individuals manage challenges related to employment, relationships, and daily responsibilities. Through peer support and life skills training, transition homes will foster accountability and self-sufficiency, reducing the risk of relapse and supporting long-term sobriety.

Sober Recreational Facilities

A sober recreational facility will be integrated with the Mitshey Yarab Lamzang. This facility will provide a safe and supportive environment for individuals in recovery to engage in healthy social and recreational activities without substances. It will also promote positive behaviours and coping mechanisms, offering alternatives to environments that may trigger relapse. By encouraging physical activities, hobbies, and peer interactions in a sober setting, it will reinforce the idea that fun and relaxation can be achieved without substance use, thereby contributing to recovery.

Community Programs and Services

A wide range of services can be provided in the community to promote well-being and address mental health needs in accessible settings. These services could include counselling and therapy, peer support groups, youth mental health initiatives, stress management workshops, and mental health education.
