Substance use disorders (SUD) are complex health issues that require specialized interventions. SUDs, if not treated, can contribute to criminal behaviours and recidivism. Initiating SUD treatment programmes for individuals under detention will not only help break the cycle of addiction and reduce the likelihood of reoffending, but it can also help enhance physical and mental wellbeing of the detainees during their time in detention. Moreover, individuals who receive interventions for their SUD issues within detention facilities are less likely to engage in illegal activities related to substance use upon release.
Therefore, to help provide individuals under detention for drug related offence with the necessary knowledge, skills and tools for recovery and prevent reoffending, The PEMA Secretariat in collaboration with the Royal Bhutan Police launched ‘the SUD treatment and care services for drug offenders under detention at Thimphu Detention Centre, earlier today. The event was graced by Dasho Tshering Gyaltshen Penjor, Hon’ble Member of The PEMA Board and the Coordinating Secretary of the Social Cluster as the Chief Guest. The event was also attended by the Additional Chief of Police, and other senior officials from the RBP, Hon’ble board members of The PEMA and the officials from The PEMA Secretariat.
The PEMA shall provide a holistic, accessible, and compassionate care to all Bhutanese affected by SUD and reintegrate them as productive and responsible citizens through a continuum-of-care approach including skilling and empowerment.
Her Majesty The Gyaltsuen’s deep concerns for those in detention centres and prisons for drug related offences has given birth to various treatment and care services for the wellbeing of the detainees and prisoners, which will be unveiled gradually. The ‘Substance Use Disorder (SUD) Treatment and Care Services for Drug Offenders Under Detention’ is a gift from Her Majesty The Gyaltsuen to those in detention.
