Studies have shown that drug use and criminal behaviour are closely related, and a large proportion of people who use substances commit crimes while under the influence of a drug. Drug offenders with addiction issues are more likely to be re-incarcerated and have more contact with the criminal justice system.
Acknowledging SUD as a Mental Health Disorder, Her Majesty The Gyaltsuen, commanded that SUD be treated like any other public health issues and that people with SUD be provided access to compassionate and holistic treatment through a continuum of care approach.
Hence, The PEMA Secretariat, in collaboration with the Prison Service Division, Royal Bhutan Police launched the Prison-based Substance Use Disorder (SUD) Treatment and Care Services at the Lungzor District Prison, coinciding with the 44th Birth Anniversary of His Majesty The Druk Gyalpo.
Hon’ble Dasho Dzongdag of Tashigang Dzongkhag graced the Launch of the treatment and care services, and the launch was preceded by Lhabsang Thruesoel in the morning. The President of Sherubtse College, Superintendent of Police of Tashigang Division and representatives of other relevant sectors including health and education fraternity attended the launch.
The services, which is a Soelrey, from Her Majesty The Gyaltsuen to the inmates, aim to reduce recidivism among drug convicts with substance use disorders; and provide a holistic, accessible, and compassionate care to drug offenders affected by substance use disorders (SUD) and reintegrate them as productive and responsible citizens. A total of 43 drug convicts are taking part in the program.
Prison-based Substance Use Disorder (SUD) Treatment and Care Services was first launched at the Chamgang Central Prison in Chamgang on November 11, 2023, coinciding with the 68th Birth Anniversary of His Majesty The Fourth Druk Gyalpo. Since the launch, 209 inmates have successfully completed the 1st Phase (Orientation phase) and advanced to the 2nd Phase (Intensive phase) of the Prison- Based SUD treatment and care. Another 200 inmates (150 male and 50 female) with SUD issues of Chamgang Central Prison will be inducted into the treatment programme, soon.
