Bhutan continues to strengthen its response to substance use through evidence-based prevention, quality treatment and sustained recovery support.
Nearly 40 officials from MoESD, RBP, PEMA Rehab and The PEMA Secretariat completed an online, instructor-led Training of Trainers (ToT) on the Universal Prevention Curriculum (UPC) 10: Introduction to the Universal Prevention Curriculum Series for Practitioners. The training ran from 21 September to 23 October 2026, facilitated by international trainers from the Philippines and Bhutan.
And the journey continues! From 26 to 30 October 2026, 38 professionals from MoESD (including Yarabling HSS), district hospitals, hospitals under NMS, The PEMA Centre, PEMA Rehab and The PEMA Secretariat are attending a on the Universal Recovery Curriculum (URC) 1: The PEER (Peer Experiences Empower Recovery) Model, facilitated by international trainers from Indonesia and India. As a prerequisite, participants completed the Universal Treatment Curriculum (UTC) 22: Recovery Management and Relapse Prevention online.
Together, the UPC, UTC and URC strengthen the continuum of care, from prevention to treatment and lasting recovery. By equipping professionals across schools, hospitals, rehabilitation centres and communities, they advance the 1st National Action Plan on Addressing Substance Abuse (NAPASA) 2026โ27. Because recovery is not just about getting better; it is about staying better, rebuilding lives and rediscovering purpose.
